Instructions
- In a bowl, mix flour, powdered sugar, and salt. Cut in butter until crumbly. Form into a ball, wrap in plastic, and refrigerate for 30 minutes.
- Preheat the oven to 350°F (175°C). Roll dough to about 1/8-inch thick and cut out circles.
- Bake cookies on parchment-lined sheets for 8-10 minutes until lightly golden. Cool completely.
- For the lemon filling, combine lemon juice, sugar, egg yolk, cornstarch, and zest in a saucepan over medium heat until thickened.
- Beat egg whites with cream of tartar until stiff peaks form. Assemble cookies with lemon filling topped by meringue.
